In view of the charge against Information Commissioner's Decision that orders mandatory publishing of all parts of the Concession Contract for Horgos - Pozega highway, Belgrade - Ministry of Infrastructure, headed by Mr. Velimir Ilic, has filed a lawsuit to the Supreme Court of Serbia on May 22nd, against Public Information Commissioner's Decision (Mr. Rodoljub Sabic) in which he requested that all parts of the Concession Contract for the construction of the highway should be made public. However, in Ms. Vesna Dabic's words, PR of the Supreme Court, the charge of the Ministry of Infrastructure has not yet reached the judges assigned to decide on this case, B92 reports.

Concession contract for Horgos-Pozega highway

Government experts authors of contract and secrecy clause

Serbian Government, not concessionaires, put the secrecy clause on building the Horgos-Pozega highway in the contract. Nevertheless this should not prevent it from publishing the larger part of the contract with the exception of pay toll system or the finance mode of the project for building section of the corridor 10.

I am convinced that the highest judicial body in Serbia is not and cannot be in any dilemma that there is a huge and obvious discrepancy between the provision as the famous item 24.2 of the Contract on the HorgoS-Pozega highway and the regulations of our public legislation.

The Commissioner for Information of Public Significance, Rodoljub Sabic, stated yesterday that the manner in which the journalists were allowed to have insight into the Contract on Concession for the Highway HorgoS-Pozega had only symbolic, and not practical significance.
