Personal Data Protection Training During March

Continuing regular educational activities aimed at primary schools—in accordance with the 2025–2027 Action Plan for the implementation of the Personal Data Protection Strategy (2023–2030)—two additional training sessions were held on March 4 and 13 for Data Protection Officers (DPOs) in Belgrade primary schools. Following established practice, the Commissioner holds online training sessions for these officers every Friday. In addition to introducing the basics of the Law on Personal Data Protection, the main focus was placed on specific regulations in this field and the exchange of information with relevant Social Work Centers. In the upcoming period, training sessions will be held for schools in Novi Sad and Niš.

Additionally, three other training sessions were held with logistical support from partner organizations. An online training session for Nexe Group employees was held on March 6, in cooperation with the Union of Employers of Serbia, focusing on Data Controller-Processor relationships and the rules governing data transfer to other countries. On March 10, as part of a five-day training organized by Ernst & Young, Aleksandra Lakićević from the Education and Certification Sector conducted a session for local self-government representatives in Kikinda. Furthermore, at the invitation of Laura Consulting d.o.o., Marin Cetinić held a training session in Zlatibor on March 13 regarding personal data protection in employment relations concerning the challenges of AI application.

The Sector's upcoming work plan includes educational institutions, pharmacies, local self-governments, and hotels. Commissioner at MWC 2026 Congress

Commissioner Milan Marinović and Deputy Commissioner Sanja Unković participated in the 20th GSMA Ministerial Programme as part of the MWC Barcelona 2026 Congress, held from 2 to 5 March 2026 in Barcelona. As part of the Ministerial Programme, the Commissioner and Deputy Commissioner participated in a roundtable discussion “Strengthening Trust and Security through Mobile Innovation”, where they highlighted the need and importance of both cooperation between data protection authorities in their countries and communication between these authorities and other relevant entities processing personal data, with a particular focus on cooperation with representatives of the mobile industry.

They emphasized the mutual strengthening of trust and cooperation to achieve a common goal:; processing of personal data in the unhindered development of mobile technologies, on the one hand, and the adequate personal data protection, on the other. The Commissioner and Deputy Commissioner introduced the present representatives of personal data protection authorities to their initiative, “e-Association of Personal Data Protection Authorities,” from around the world, aimed at exchanging experiences, best practices, and addressing shared challenges.

Incidentally, the GSMA Ministerial Programme is the focus of the policy debate at MWC (Mobile World Congress) in Barcelona and the leading global forum for policymakers and global industry leaders in the mobile ecosystem and related industries. Privacy and data protection, cybersecurity, and fraud became key focus points of the event. This conference segment offers a comprehensive schedule of activities related to privacy and cybersecurity, including closed-door roundtables, keynote discussions, seminars, and bilateral meetings that explore these key issues in depth.

Training Session on Personal Data Protection in February

During February, lecturers from the Sector for Education and Certification held several training sessions on personal data protection. As part of the implementation of activities at the short study program of the Faculty of Law of the University of Kragujevac, the Office of the Commissioner held lectures for students attending this course, introducing them to the peculiarities of the work of this institution and typical cases from its practice. As part of its planned activities, the Sector for Education from the Commissioner's Office began holding training sessions for employees in educational institutions, and the first webinar for Belgrade elementary schools was held on 13 February, attended by 20 appointed Data Protection Officers. The plan is to hold webinars for representatives of this target group every week. Organized and hosted by the Office of the Commissioner in Kragujevac, lecturers from the Sector for Education and the Sector for Supervision held a training for psychologists and pedagogues from Kragujevac schools on personal data protection on 27 February. The training focused on the exchange of data between schools on one side and police, health, and social welfare institutions on the other, clarifying existing responsibilities, but also emphasizing the fact that cooperation is not always two-way, which generally represents a great challenge. In addition to these trainings, the Commissioner held a webinar for the Benefarm Pharmacy Institution in Leskovac on 26 February, with more training sessions for employees in the pharmacy sector to come.

In the upcoming period, the work plan of the Sector for Education will include educational institutions, pharmacy institutions, local self-governments, and hotels.

“Privacy4Balkans” Initiative Meeting

Commissioner Milan Marinović and Deputy Commissioner Sanja Unković were on an official visit to the Personal Data Protection Agency of Bosnia and Herzegovina in Sarajevo from 23 to 26 February 2026.

As part of the visit, they also participated in a meeting of the “Privacy4Balkans” Initiative, which brings together the personal data protection authorities of Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia. In addition to the Commissioner and Deputy Commissioner, the meeting was attended by: on behalf of BiH: Dr. Dragoljub Reljić, Director of the PDP Agency, Ante Boras, Deputy Director, Željka Vasković, Head of the International Cooperation Sector; on behalf of Montenegro: Maja Žunjić Mitrović, Director of the Agency, Željko Rutović, President of the Agency Council and Zoran Vujićić, Council member; on behalf of North Macedonia: Nakil Fetai, Director of the Agency, Elena Veljanovska, Deputy Director and Valentin Fetadjokoski, State Advisor.

The reason for holding regular meetings of the above-mentioned bodies is the changes to Meta's and the X platform's privacy policies regarding the processing of personal data for the development of artificial intelligence. To more effectively exercise the right to personal data protection of citizens from the above-mentioned countries, representatives of these supervisory bodies decided to act jointly against the above-mentioned companies. Also, especially appreciating the fact that the above-mentioned companies, like some others, have not designated a representative for personal data protection in our countries, a joint action was agreed upon for this purpose as well.
