In his letter addressed to Ms Kori Udovicki, Minister of Public Administration and Local Self-Government, the Commissioner for Information of Public Importance and Personal Data Protection reiterated the Initiative for Amendments to Law on Public Administration,proposing the Lawto be amended by provisions which would stipulate the duty for public authorities to have their electronic presentations and to provide for application of those provisions mutatis mutandis to local self-government authorities, agencies and state public enterprises, as well as to provide for sanctions by the law for violation of that duty.

In that regard, Commissioner Rodoljub Sabic also said the following:

Commissioner for Information of Public Importance and Personal Data Protection, based on complaints by a large number of citizens, in which they stress that they have received from „EPS SNABDEVANJE" (EPS SUPPLY) a letter requesting delivery of accurate unique citizens' identification number (UCIN), as well as they have been informed that a court procedure shall be initiated against them for compensation of damages in case of failure to do so,has implemented surveillance over implementation of Personal Data Protection Act by„EPS SNABDEVANJE" (EPS SUPPLY). Aftergaining insightinto complete documentation, he concluded that neither the Energy Act or any other Law contains provisions on citizens being obliged to deliver UCIN in order to close the contract on sales of electricity with „EPS SNABDEVANJE" (EPS SUPPLY), nor for potential initiation of the enforced debt collection procedure by„EPS SNABDEVANJE" (EPS SUPPLY), which were the reasons for this claim quoted by „EPS SNABDEVANJE" (EPS SUPPLY).

 Commissioner for Information of Public Importance and Personal Data Protection has prepared a Model of the new Personal Data Protection Act and invited all interested parties to public debate about it.

The publicdebate shall last until June 30, 2014. Afterthat, the Commissioner shall analyze the received proposals and comments, try to improve the text based on them and shall deliver it to the Government of Serbia, through the line ministry.

Remindingthat there are plenty of reasons for passing the new Personal Data Protection Act, both from the standpoint of domestic legal order, as well as from the standpoint of international law and international relations, the Commissioner, Rodoljub Sabic also stated the following:

 Commissioner for Information of Public Importance and Personal Data Protection evaluated that frequent publishing in the media of recordings of tragic traffic accidents coupled with personal data of the participants and their recognizable shots, confirm almost complete lack of legal regulation in video surveillance field.

Remindingthat for years already it has been requested from the competent authorities to legally regulate the field of video surveillance, as stipulated by the Constitution, the Commissionerwarned that the lack of clear and precise legal norms that would define the purpose, role and method of implementing various kinds of video surveillance inevitably results in constant risk and violations of the rights of citizens, guaranteed by the Constitutionand the Personal Data Protection Act.
