The recently published Council of Europe (CE) estimates of Serbia's progress in the process of democratization reminded me of the annual Report on Implementation of the Law on Free Accesses to Information of Public Importance that I have recently forwarded to the National Assembly. It is in possession of MPs. Others who are interested can find it on Web site www.poverenik.org.rs under the column ‘'Documents''. It is a criticism in accordance with the current situation. It contains some indicators of progress, and all statistics concerning compliance with obligations is somewhat better than last year. But I do not think it gives way to special satisfaction. Relative progress is normal, expected, and there are more reasons to be worried then those which speak of progress.

HC Studenica finally provided medical records to the husband of a deceased patient

Belgrade - Health Center Studenica in Kraljevo handed copies of medical records to the husband of the deceased patient Andjela Popovic, the Commissioner for Information of Public Importance and Personal Data Protection Rodoljub Sabic stated. ''Thankfully, Mr Popovic finally, managed to enforce his legal right, but it is really inconceivble that, in addition to the tragic loss he had sustained, he had to spend so much time, energy and nerves to do so'', Sabic said. ''This case is an example of how great a misapprehension of some elementary standards of democratic society there is in different structural levels of various public bodies'', Sabic stated.

Just the other day, an ''interesting'' thing happened to the Commissioner for Information. He threw a glance at his mobile phone's display, noticed a missed call from a news agency and tried to answer it. He was unpleasantly surprised. A voice on the other end of the line advised him that his phone is disconnected due to an unpaid bill. ‘'Experts'' from the Ministry of Finance who pay the Commissioner for Information's bills and are actually masters of his ‘'independent'' budget, haven't paid it. The bill was settled by the Commissioner's personal money and if necessary, will be settled by the Commissioner in the future.

Recently, as in the previous years, the Commissioner for Information has submitted to the National Assembly the Annual Report on Law on Free Access to Information Implementation. The Report has been, I assume, already distributed to MPs, and all the others interested in the contents of the Report can find it on the web-site www.poverenik.org.rs in the column "Documents".
