SABIC: NATIONAL ASSEMBLY’S ATTITUDE IS NOT CRUCIAL

In my opinion, it would be better if the National Assembly of the Republic of Serbia discussed the State Audit Institution (SAI) Report now, and not in a few months, but this is not the most important issue; as regardless of the discussion date and the attitude adopted by the National Assembly, all competent bodies can act pursuant to the SAI Report if necessary, Rofoljub Sabic, the Commissioner for Information of Public Importance, says.  

According to his words, the conclusions of the highest public authority in the field of public revenues, i.e. (SAI), are final and they cannot be overridden before any court. Therefore, the National Assembly’ attitude cannot cause any changes.

„On the other hand, it is very good that the National Assembly has decided to discuss this issue at the plenary session, although it will not happen immediately, just as it is a great thing that the report has been published at all’’ Rodoljub Sabic says.

SIX SERBIAN “KNIGHTS”

“This year the League of Experts is conferring the title “knight of vocation” on six luminous laureates whose life and work is dedicated to the defence of universal values and who have resisted ideological and political temptations and pressures of many groups and individuals, thus brought together their professional knowledge and consciousness in the best possible way”, said Bozo Prelevic, Executive Director of LEX, announcing the names of the recipients.

This year’s conferees of the title “Knight of Vocation” are Sverre Bergh Johansen, former Ambassador of the Kingdom of Norway to Serbia, Ivan Ivic, retired professor at the Faculty of Philosophy, Sonja Licht, President of the Belgrade Fund for Political Excellence, Goran Markovic, a director, Rodoljub Sabic, Commissioner for Information of Public Importance, and Vladimir R. Glisin, a world expert for molecular biology and genetics. The awards are presented by the NGO League of Experts – LEX. The awards will be presented at the National Theatre today, on the World Human Rights Day.

“The Council of Europe Parliamentary Assembly adopted in 1996 on XXIII session the Resolution on Measures to Dismantle the Heritage of Former Totalitarian Communist Systems. Clause 9 of this document of extreme importance for a breakthrough of the freedom of information to a forbidden area reads as follows: the Parliamentary Assembly welcomes the opening of secret service files for the public in certain former communist countries. It calls on all countries to enable the interested persons to access, on demand, the files kept of them by the former secret services.

STATE DOES NOT PROTECT THOSE WHO DISCLOSE CORRUPTION

PERSONAL ATTITUDE

It is well known and often confirmed by surveys and evaluations of authoritative entities, including anti-corruption specialized NGO networks such as Transparency International, intergovernmental anti-corruption associations such as the Group of States against Corruption of the Council of Europe - GRECO or renowned audit firms such as PricewaterhouseCoopers, that insiders or whistleblowers, as they are more often called in the world, can give an extremely important contribution to the fight against corruption. Several years ago the said auditing firm published the results of a survey carried out in 40 countries worldwide, which showed that in about 43% of cases corruption and frauds were disclosed owing to insiders and some subsequent surveys confirmed even higher contribution of insiders in the fight against corruption. Every serious concept of the fight against corruption in the modern world among other things implies considerable contribution insiders give to disclosure of cases of corruption and abuses.

I regret I disclosed Road Mafia

Goran Milosevic, "Putevi Srbije" employee:

In the trial of the "road mafia", people who were the lowest link of a crime chain were sentenced, while organizers walked away free. I am disappointed; no one appreciates what I did for my enterprise and the state.

 

Goran Milosevic (36) from Smederevo, "Putevi Srbije" employee who disclosed the "road mafia", said in his statement given to "Press" daily that he regretted he reported the multimillion theft at highway toll booths! After a verdict by which 41 persons were sentenced to a total of 131 years in prison, Goran claims that the sentenced people were the lowest link in a chain and that organizers were allowed to walk away free. Mr. Milosevic said he was disappointed because after everything that happened he felt like a culprit instead like a hero!
