Under the Article 36 of the Law on Free Access to Information of Public Importance is provided for that the Commissioner for Information of Public Importance within three months upon termination of a financial year shall present to the National Assembly the annual financial report on actions taken by the government bodies relating to the application of this Law, as well as on his work and expenditures.
Today the Commissioner, fulfilling these obligations, has submitted to the National Assembly The Report of the Implementation of the Law of the Free Access to Information of Public Importance.
On that occasion, the Commissioner Rodoljub Sabic said:
"It is not only a matter of fulfilment of formal duty concerned, but it is also a question of trying to draw attention of the National Assembly to problems, the resolving of which requires or might require also appropriate measures to be taken by the National Assembly.
Although it is possible to say that the extent of application of the Law on Free Access to Information of Public Importance over the last several months, in particular, has been notably improved, however, it is evident that there problems which seriously bring in question its quality implementation, still exist. Therefore, the Report, apart from the factual data about work of the Commissioner and his Service, contains also a short overview of these problems, as well as a conception of the way for their resolving.
I my opinion, among a number of requests, the requests for activating of mechanisms which so far do not function at all, are specially emphasized, due to their significance. Briefly, it is necessary, first of all, to provide an active operation of mechanisms of control and liability in cases of the Law infringement, and to create conditions for an efficient enforcement of decisions that have been rendered. I do hope that the National Assembly will contribute to a necessary extent for those problems to be resolved."
